Explosive population growth. Douglas County communities have grown faster than almost anywhere in the country. Castle Rock’s population has increased 289% since 2000. Castle Pines has grown 44% since 2020 alone. Elizabeth’s population surged 80% in four years. Extreme terrain and weather. The corridor climbs from 5,800 feet in Centennial to 7,352 feet at Monument Hill on the Palmer Divide. That elevation gain generates its own weather systems. Truck traffic. I-25 is a primary freight corridor connecting Denver to the rest of the Front Range and points south. The mix of 80,000-pound semi-trucks, 160,000 daily passenger vehicles, steep grades, and volatile weather is a recipe for catastrophic collisions. Colorado recorded 4,715 truck accidents in 2024. CDOT’s own studies acknowledge that “congestion, high speeds and climbing grades contribute to severe crashes” along this corridor.
